Employer of Record (EOR) Without Permit

Looking to hire cross-border talent? We’re here to help! Learn about our payroll and international employer of record (EOR) services for businesses hiring employees from within Europe and beyond.

EOR services for non-permit holders

Looking to strengthen your team with talent directly from the EU? Then you’ve come to the right place! Our EOR services help internationally operational companies to connect with scores of EU-national candidates in the Netherlands.

Unlike international professionals, those with Dutch, EU/EER or Swiss nationality do not require permits to work and live in the Netherlands. To enter employment and stay in the country for a period exceeding four months, candidates need only to apply for a citizen service number (burgerservicenummer - BSN), attain a Dutch bank account and apply for a valid health insurance policy. These conditions also apply to family members from the same regions.

However, besides immigration matters, there remain many other legal, financial and fiscal matters that go into hiring talent.

Helping businesses hire EU talent

From HR matters, to payroll, pensions and tax requirements, to name just a few, there’s a lot to manage when hiring overseas talent. And we understand this can be tricky if you’ve not done it before. It can also seem costly and time-consuming when your business has other priorities. But don’t worry, this is where our EOR solutions can be put to work.

Once you’ve found your ideal candidates, we’ll step in to take care of the administration involved with hiring and maintaining staff. We do this through a process called ‘payrolling’. Acting as the employer of record, we’ll hire your talent as official employees of Employor, seconding them to your company. They will be on our payroll and we’ll provide both you and them with everything they need: including HR services, tax requirements (including the 30% ruling for highly skilled migrants), salary payments and payroll administration.

We understand that navigating these can be challenging. Our years of knowledge and experience with hiring overseas talent means that you can rest easy knowing you’ve got seasoned experts on your side.
